I'm actually sure it is. I mean.. there's not much to it. Fluid flows through cooler, air flows through fins and cools down the fluid inside. It's as simple as it gets..
More surface area = more cooling .. but only if exposed to airflow
Yeah, placement and size and fin type may be more important than brand or cost...
